The Toronto Green Standard (TGS) is a tiered sustainable design framework that applies to all new developments in the City of Toronto. It aims to reduce greenhouse gas emissions, improve building efficiency, and promote climate resilience.
To reward developers who go beyond minimum requirements, the City offers a Development Charge Refund for projects that achieve Tier 2 or higher.
By exceeding mandatory sustainability performance, you not only reduce your environmental impact — you also unlock significant cost savings through partial or full refunds on development charges.
💰 Financial Assistance & Benefits
TGS Development Charge Refunds are based on the performance tier achieved:
• Tier 2 – Up to 15% refund
• Tier 3 – Up to 35% refund
• Tier 4 (Net Zero / Net Zero Ready) – Up to 50–100% refund
💡 Refund amounts are applied to development charges paid at building permit stage and verified through energy modeling and post-construction reporting.
