The Home Energy Loan Program (HELP) provides low-interest loans of up to $125,000 to help Toronto homeowners improve energy efficiency and reduce utility costs through deep home retrofits.
With flexible terms and repayment through your property tax bill, HELP makes it easier to finance major upgrades like heat pumps, solar panels, insulation, and windows — with no upfront cost.

- Loan Amount: Up to $125,000 per property
• Interest Rate: Fixed low interest (e.g., 4.25% in 2024)
• Terms: 5, 10, or 15 years
• Repaid via property tax bill — stays with the home if sold
• Eligible for stacking with grants and rebates (e.g. HER+, Greener Homes)
🧩 Who Qualifies?
- Owners of detached, semi-detached, or row homes in Toronto
• Must be up to date on property taxes
• Applicant must be owner on title
• Retrofits must be recommended through a pre-retrofit energy assessment
• Rental properties and multi-unit buildings may be eligible
